Stephanie Unwin was appointed Chief Executive Officer at Arc Infrastructure in August 2025.

With more than 30 years’ experience across the energy, biotech, commodities and legal industries, Stephanie has a strong track record of working in infrastructure and also in supporting regional development and communities.

Prior to joining Arc Infrastructure, Stephanie was the CEO of Horizon Power, Western Australia’s regional energy provider. Stephanie has held senior leadership roles at CBH Group and Synergy. She was the CEO of listed biotech, Phylogica; and has held a number of directorships of Australian, USA and Toronto Stock Exchange-listed companies.

Stephanie has a Bachelor of Law and a Bachelor of Economics from Murdoch University and is a graduate of Harvard Business School – Advanced Management Program 191. She was admitted to the Bar in Western Australia and is a Graduate Member of the Australian Institute of Company Directors.

Chief Executive Officer

Daniel Lategan was appointed to the role of Chief Information Officer in September 2024. Daniel joined Arc Infrastructure in 2016 as Manager Technology Business Systems, then taking on the role of Head of Technology in 2018.

As Chief Information Officer, Daniel oversees all aspects of operational and corporate technology, with a focus on cybersecurity, infrastructure automation and resilience, as well as project delivery.
 
Daniel has more than 27 years’ experience in Information Technology and has held various Oracle application consulting roles in South Africa and the Middle East, as well as roles with BAE Systems and Barrick Gold in Australia.

Paul Lowney joined us in 2008 and has led a number of projects including our Midwest Rail Upgrade project which increased the rail network’s capacity to support both iron ore and agricultural sectors in the region.

The success of the Midwest Rail Upgrade led to Paul, who has 20 years of experience across all aspects of railway infrastructure in both Australia and Europe, being appointed General Manager Infrastructure.

Now in the role of General Manager Network Strategy and Customer Operations, Paul oversees the Engineering, Planning, Network Control and Customer teams.

Jessica Tiwade was appointed General Manager People, Governance & Risk at Arc Infrastructure in 2021 after previously holding the Head of Governance & Risk role.

As General Manager of Governance & Risk and People teams, Jess is helping to drive a strong proactive risk culture by partnering with all functions within Arc to support effective risk management; the development and management of HR systems to support all employees; training and development of Arc workers; reduction of harm to people and environment; strengthening governance and assurance; and ensuring that all regulatory and compliance requirements are met.

With over 20 years’ experience, Jess brings experience from various governance, risk, assurance, compliance and accounting roles, across infrastructure, health and mining industries, including at Silver Chain Group, Rio Tinto and Clough Engineering.

She holds a Bachelor of Business with a Double Major in Accounting and Marketing, Graduate and Fellow of the Governance Institute of Australia and member of Chief Executive Women.

General Manager People, Governance and Risk

Simon Gilders joined Arc Infrastructure in 2018 in the role of Business Development Project Manager. Simon then took on the role of Head of Development in 2019 until his appointment to Chief Financial Officer in September 2024.

With more than 25 years’ experience in both financial and business development roles, Simon brings an extensive background to the Chief Financial Officer position having held previous finance and business development roles within the WA logistics industry and corporate advisory. Simon has played an integral role leading many of Arc’s recent key projects, including the development of Hiivr Rail, Arc’s autonomous rail wagon, the Kenwick Intermodal Terminal and the Greenbushes Railway recommissioning study.

Simon is a Chartered Accountant and a graduate of the Australian Institute of Company Directors and holds a Bachelor of Commerce from the University of Western Australia.

Chief Financial Officer

Sarah Fitzgerald was appointed General Manager Commercial & Regulatory in December 2025, after previously holding the roles of Head of Legal and Senior Legal Counsel at Arc Infrastructure.

Prior to joining Arc in 2018, Sarah practiced at a law firm in Perth and worked at the Department of the Attorney General. 
 
With more than 16 years of legal experience, Sarah is a skilled infrastructure lawyer, with expertise in driving legal strategy for commercial contracts in the infrastructure and transport sectors.  
 
Sarah holds a Bachelor of Law from Murdoch University, a Graduate Diploma in Legal Practice from The College of Law Australia and is a Graduate of the Australian Institute of Company Directors.
 

Sarah Fitzgerald

General Manager Commercial and Regulatory

Daniel Ellis joined Arc Infrastructure in 2016 working in the Central Region as Regional Engineer covering the Central and Southern Maintenance Districts.

He commenced the role of Head of Maintenance Delivery in 2018 until his appointment to General Manager Works Delivery in June 2022.

Prior to rail, Dan worked in the building and construction industry where he gained extensive experience in project management.

After obtaining a degree in Civil Engineering at Charles Darwin University Dan pursued a successful career in the rail industry.

Dan has worked in the rail industry for 11 years in maintenance and projects, holding positions such as Project Engineer and Track Superintendent before commencing at Arc.
