Arc is partnering with the Public Transport Authority (PTA) to deliver the Carnamah to Mingenew upgrade works under The Agricultural Supply Chain Improvements (ASCI) Package 1.
Upgrades will increase the line from 16 to 19 Tonne Axel Load (TAL) and deliver a more productive and resilient freight rail infrastructure network for the benefit of WA growers.
Preliminary activities, including rail drops and clearing lay down areas commenced in November 2025. Activities will continue until December 2026.
Arc and CBH have agreed a construction methodology that will see large sections of the track closed for several months during construction. This shutdown is planned to occur in mid-2026, prior to the busy harvest season.
Combined with Arc delivering the work with its internal teams, this methodology reduces the overall project cost by over $30 million, enabling a more efficient spend of ASCI funding.
ASCI is the implementation phase of the Revitalising Agricultural Region Freight (RARF) Strategy. The RARF was developed by the WA State Government in 2020 and outlined the requirement for investment in rail freight infrastructure in key agricultural regions of WA to address operational inefficiencies.
To achieve the increase from 16 to 19 TAL, timber sleepers will be replaced by concrete and steel along approximately 77km of track, and 96km rail will be replaced with minimum 41kg. 40,000 tonnes of new rock metal ballast will also be placed on the existing formation.
