As a result of continuous improvement Arc Infrastructure will release the following updated Rules and Procedures: 1004 - Track Access Accreditation, 2007 - Network Communication, 3005 - Work on Track Authority, 4009 - Removing Disabled Rail Traffic, 4013 - Shunting and Marshalling, 5017 - Train Order Working, 6005 - Fixed Signals, 9006 - Piloting Rail Traffic, 9026 - Annett's Keys (all date effective 01 07 2026). The WoTA Issue and Receipt forms have been updated and must be used from the effective date shown.
WoTA Issuance Steps
A new guide for the updated WoTA forms will apply to both Network Controllers and Protection Officers. It outlines the required steps to ensure consistency and to prevent situations where in the Train Control System (TCS) the applied blocking differs from those nominated by the Protection Officer on the WoTA form.

Section 3.2 has had the Train Control boundaries map updated due to the Avon Yard to Wagin section of the GSR, becoming part of the Northern Control Boundary. Additionally Northern Control will also include the lines not in use which includes York to Quairading, Narrogin to Merredin via Corrigin and Yilliminning to Merredin via Kondinin.

When issuing a WoTA, Network Controllers and Protection Officers must follow the steps below to ensure consistency and reduce the risk of blocking facilities in the Train Control System (TCS) not matching the block limits nominated by the Protection Officer on the WoTA form. This instruction explains the process for applying Blocking Facilities and completing Work on Track Authority forms. It applies to Competent Workers and Network Controllers who are required to complete Work on Track Authority forms.
