Arc’s Third Party Projects and Metro Regional teams have marked almost a decade of supporting the delivery of transformative State transport infrastructure, as key Metronet projects are closed out.
Arc’s Third Party Projects team coordinates work on the Arc network that interfaces with or enables projects for other organisations, such as Main Roads WA, Public Transport Authority (PTA) and local governments.
For almost ten years our Third Party Projects team has supported two key Metronet projects, which are now complete.
The Third Party Projects team has been involved in the Thornlie Cockburn Link (TCL) project since 2017. This complex project involved the complete duplication of the freight network onto a new alignment, allowing the new PTA TCL passenger line to be built in the former freight network corridor. The relocation of 22km of track was completed in October 2023. In late 2025 a final ballast drop and follow-up profiling occurred, marking the close of Arc’s scope of involvement for TCL.
Since 2021 Arc has also provided support for the new Midland Station development. This has included significant activity around level crossings, with the removal of Helena Street level crossing and construction of the new Cale Street level crossing. The level crossing changes were in addition to works allowing for the replacement of the out of gauge detector gantry; installation of a new crossover and turnout connection for the new regional services; and removal of redundant assets including the old sidings, turnouts, loop and signalling equipment.
Third Party Projects Lead Justin Rapp said his team has invested significant time and effort over the years to support these key State projects.
“Our team faces unique challenges as they work closely to manage the interests of Arc and the third party organisations whose infrastructure interfaces with ours.
“The Metronet projects have been long running and complex to navigate but our collaboration with PTA has ultimately provided great outcomes for the State, and we’re proud to have supported these critical projects.
“I appreciate the efforts of everyone at Arc who’s worked on these projects,” Justin said.
The New Midland Station opened in February 2026 and the Thornlie Cockburn Line opened in June 2025, both marking huge milestones for Metronet.
