Arc Infrastructure’s investment in strengthening Western Australia’s grain lines has entered a critical delivery phase, with the commencement of the longest planned shutdown in Arc’s network history.

The shutdown, running from 9 June to 23 September, marks a significant milestone for the Agricultural Supply Chain Improvement (ASCI) project, which is now entering a more intensive period of construction activity.

ASCI Package 1 will upgrade a large section of the Midland Railway from 16 to 19 Tonne Axle Load, supporting a more productive and resilient freight rail network for Western Australian growers.

Preliminary works, primarily resleepering in areas with existing 41kg rail, began in December 2025.

The remaining works to be delivered during the closure include:
  • Rerailing 47km of track
  • Installing a further 30,000 sleepers
  • Completing renewals at an additional level crossing
  • Replacing two bridges
  • Refurbishing nine turnouts
  • Upgrading one siding

ASCI is funded through a co-funding model, with $45 million provided by the State and Federal Governments and $22 million contributed by Arc.

Arc Infrastructure CEO Stephanie Unwin said self-delivering the majority of these works during a single shutdown period was the most cost-effective delivery approach.

“A significant amount of planning went into determining the best approach to deliver these works within the co-contribution budget developed with the State and Federal Governments, while also mitigating the impacts on CBH,” Stephanie said.

“This project represents a major investment in strengthening our grain network and supporting the long-term productivity of growers. By delivering these works in a single shutdown, we’re able to maximise the value of that investment while building a more efficient and resilient network for our customers,” Stephanie said.

Federal Infrastructure, Transport, Regional Development and Local Government Minister Catherine King said, "Through our Agricultural Supply Chain Improvements program, we are building greater capacity and efficiency moving WA grain from farm to port, now and into the future.

“The Australian Government, working with the WA Government and industry, is delivering a legacy of more resilient and productive rail freight infrastructure for the regions."

WA Transport Minister Rita Saffioti said, "The Midland Line is a critical link in Western Australia's freight supply chain, so it's important it's future-proofed so we can keep our State moving.
"These upgrades will enable more grain to be transported by rail, supporting productivity and delivering greater returns for growers.

"The Cook Labor Government is committed to improving capacity and efficiency across our State's rail freight network to support local jobs and keep our economy strong."

Community members are reminded that while regular train services will not be running, Arc’s track vehicles will continue running on the network therefore, it is vital for road users and pedestrians to remain vigilant near the railway and at level crossings.
