The Kenwick Intermodal Terminal has enabled the achievement of a record 30% rail modal share of containers through Fremantle Port in June 2026.

The new record for WA and represents the highest proportion of container freight transported by rail of any major city port in Australia.

Since opening in 2024 the Kenwick Intermodal Terminal (IMT) has demonstrated its role as a vital piece of infrastructure.

Rail’s share of container movements through Fremantle Port has increased significantly since the opening of the Kenwick IMT, regularly exceeding 25% of total Twenty-foot Equivalent Units (TEUs) before reaching the record 30% milestone in June 2026.

In its first full calendar year of operation, the Kenwick IMT facilitated the movement of more than 75,000 TEUs via port shuttle services to Fremantle Port. It also drove a 50% increase in rail port shuttle services during its first 18 months of operation.

These statistics demonstrate how the Kenwick IMT has unlocked constraints and increased freight network capacity and efficiency across metropolitan Perth.

Arc Infrastructure CEO Stephanie Unwin said Arc was proud to have been able to unlock new inland capacity through the development of the Kenwick IMT.

“Achieving 30% rail modal share of containers through Fremantle has been a long-term goal for Arc."

“This milestone is the result of years of positive collaboration to increase capacity and achieve operational excellence in a supportive policy environment."

“We’re excited about the prospect of growing modal share beyond 30% through continued collaboration,” Ms Unwin said.

Intermodal Group Vice President Adam Lebihan said the modal shift to rail was delivering broad benefits.

“Intermodal Group is extremely proud to have achieved a record rail share in FY25/26, representing a significant milestone not only for our business, but for the broader supply chain and freight industry.

“This achievement reflects years of investment, collaboration and a shared commitment to creating a more efficient, sustainable, and resilient freight network. By continuing to shift more freight onto rail, we are delivering benefits that extend beyond our customers and partners,
contributing to reduced road congestion, lower emissions, and enhanced supply chain performance across the industry,” Mr Lebihan said.

Rail modal share through Fremantle Port is further supported by the State Government’s container rail subsidy.

Minister for Transport and Major Infrastructure Rita Saffioti said moving more freight on rail delivered broad benefits.

"Moving freight by rail is critical to keeping our supply chains resilient and Western Australia's economy strong, while also delivering significant fuel savings for industry."

"These incredible results show our Government's continued investment in freight rail is driving real change."

"More containers than ever are being moved by rail across our supply chain, taking thousands of trucks off our roads, to improve safety for all road users,” Minister Saffioti said.

The Kenwick IMT was made possible through an agreement with the Federal and State Governments, which contributed $10 million towards the $25 million project, with Arc funding the remaining $15 million.
