Since January, Arc and its delivery partner, MGC Solutions, have completed upgrades at the first 12 highest priority crossings identified in the five-year rolling plan.
Additional works have also been delivered at Keirnan Street in Mundijong, along with four crossings on the South West Main line.
The five-year rolling plan guides Arc’s investment in crossing safety, prioritising locations where upgrades will deliver the greatest risk reduction. The current program (2024–2029) has been in a focused delivery phase since October 2025, with strong progress now evident across the network.
All 12 priority crossings have been commissioned and upgraded from passive protection (such as Stop or Give Way signage) to active systems, including flashing lights and, in some cases, audible warning bells. These enhancements significantly improve visibility and awareness for road users.
Keirnan Street in Mundijong has been a key priority for the local community, particularly given its regular use by students from Mundijong Primary School. The upgrade was delivered in stages to provide immediate safety benefits, including a pedestrian maze installed ahead of the commissioning of automated gates and warning bells.
To support the introduction of the new infrastructure, Arc partnered with the Constable Care Foundation to deliver targeted rail safety education for students, helping them confidently and safely navigate the upgraded crossing.
Head of Major Projects Sudip Saha said the program is delivering strong outcomes through a collaborative approach.
“We’re making solid progress in delivering safer crossings across the network by working closely with MGC Solutions.
“Strengthening our delivery capability through this partnership is helping us meet the timeframes set out in the plan and deliver meaningful safety improvements for the communities we operate in,” Sudip said.
Arc’s internal teams have also delivered additional upgrades on the South West Main, including:
- Forrest Avenue, Bunbury (power upgrade)
- Dodson Road, Bunbury (power upgrade)
- Government Road (power upgrade)
- Mornington Mills Road (upgrade from flashing lights to boom gates)
The prioritisation of upgrades is informed by the Australian Level Crossing Assessment Model (ALCAM), a nationally recognised tool used by Arc and Main Roads Western Australia to assess risk and determine the most effective level of protection at each crossing.
